Mr waugh has already been vocal against his own bjp led government on issues like the state participating in the upcoming lusofonia games and its hosting and on monday the st andre mla openly supported the cumbarjua mla pandurang madkaikar in the presence of panchayat minister laxmikhant parsekar stating that he would not mind to join hands with the cumbarjua mla in opposing ccp’s idea of setting up a garbage treatment plant at baigunim ..

 waugh openly made this statements in front of a number of panch members representing various panchayats from tiswaddi areas specially from the constituencies of cumbarjua, st andre, st cruz who were called in for a meet arranged by the directorate of panchayat for an introspections with the panchayat minister laxmikhant parsekar over various issues faced by panchayat bodies in their respective panchayat …

 Speaking on the occasion waugh said that since the site being identified by ccp for setting up of a garbage treatment plant at baigunim, old goa is on the border of my constituency I also do feel that such plant should not come up at a place which has historic culture.

 cumbarjua mla pandurang madkaikar welcome the statement made by the st andre mla and said that he was happy to know that Vishnu also share the same sentiment which I do while opposing the garbage treatment plant at baigunim as it would totally destroy the heritage site of old goa and its surroundings

panchayat minister laxmikhant parsekar said that even though I am aware that the state government is trying to come up with the state of the art technology garbage treatment plants in the state the same should not come up in those place where in the locals and its respective mla’s opposed

Urban development minister francis dsouza said that his government had taken enough precautions not to disturb the heritage site but finally it was up to ccp of weather to come up with the garbage treatment plant at baigunim or not
