Having already finalised the Deendayal infrastructure scheme for village panchayats in the state of goa the state government is all set to notify the scheme in the next few days according to director of panchayats narayan sawant.

It may be noted that the scheme would enable village panchayats in the state to undertake projects like construction of new panchayat ghars, parks, market complex, jogging tracks, shopping complexes, crematoriums, recreation centers etc as the scheme has been formulated with the aim to create necessary and enduring infrastructure for village panchayats in Goa.

Speaking to goanreporter director of panchayats narayan sawant said Under this scheme every panchayat would be provided a maximum amount of one crore for setting up an infrastructure development project in a village and the project would be taken up by the agency like gsidc or another agency ..

Sawant said se as per the scheme the project would be decided by the panchayat as what type of project they want while the executing agency would be gsidc or other agency to have a good quality project and also could be audited by village also but we want it to be a quality project

Sawant also stated that such projects were needed to go through gram Sabha

09-09-2013 … Pwd minister sudhin dhavlikar has said that the state government was in the process of appointing consultancy services for the construction of two bridges of zuari and khandepar in goa  

The consultants will prepare detailed project reports (DPR) for the two bridges after which tenders would be invited for the construction of the bridges ..

It may be noted that the go-ahead came when Dhavalikar called on the Union minister for road transport and highways Oscar Fernandes recently and extending his support, Fernandes had asked for preparation of DPRs when Dhavalikar had met him in New Delhi recently.

Dhavalikar said that the DPRs will take at least three months to prepare and that they will provide the estimated costs and the kind of technology to be used and once the tenders are awarded, the government expects the Zuari bridge to be constructed over NH 17 within three-and-a-half years and Khandepar over NH 4-A in a two-year period.

Speaking to goanreporter pwd minister sudhin dhavlikar said the central union minister for ministry of road, transport and highways mr Oscar rebello had given its approval for the state to appoint consultant for both the bridges in goa and by end of September even the technical as well as financial bid of the same would be opened

For more than a decade, the government has been trying to pursue for a parallel Zuari bridge considering that it had faced some minor problems in the past. Some years ago, it was to be a part of the four/six laning of NH 17 which was a project of National Highway Authority of India (NHAI). But with protests over land acquisition and demolition of houses, the project was abandoned. The BJP government has tried to get permission from the Centre to go ahead with the bridge which is pending since November 2012.

Dhavlikar said that the state government could not decide on constructing the two bridges unless dpr was prepared and approved by the central union ministry

Wagh also stated said that there was a need for the state government to declared entertainment as an industry from which the state could get minimum 3000 crore revenue per year and even get events like sun burn under the ambit of entertainment where in the state could also get revenue from sun burn

07-09-2013 … The tenth edition of the international film festival of India to be held in goa this year could have south Indian superstar rajnikhant as the chief guest for the opening ceremony which could be held at the upcoming stadium at goa university at taleigao

Preparations in the state have already been started for holding the tenth edition of the international film festival of India 2013 to be held from 21^st of November to 2^nd of December 2013 and the state government this year have made plans of holding the inaugural ceremony of iffi-2013 at upcoming stadium at the goa university which has a capacity of four to five thousand spectators and would be also used for the lusofonia games in November before iffi 2013 ……

Speaking to goanreporter vice chairman of entertainment society of goa Vishnu surya wagh said that the inaugural ceremony of iffi-2013 could be held in a more spacious stadium covering four to five thousand delegates and for this we have almost shortlisted the stadium which is coming up for lusofonia games at taleigao close to goa university which could be put to use also for opening ceremony of iffi 2013

On asked if the state was able to provide the required infrastructure permanently for holding iffi in goa every year wagh said that the state government was not able to create that type of infrastructure was due to dff who had still not signed a permanent or a long period agreement with the state for iffi

Wagh also stated that the entire budget would go up to 15 to 17 crores and goa government participation was about 85 percent in organizing iffi 2013 …

06-09-2013 … Hundreds of people streamed into the st Lourdes church at st cruz on Friday evening for the funeral of Noreen and aurita vaz the two family members of the vaz family who were brutally murdered on last Monday over a property issue at the matias residence at st cruz

It may be recalled that a family dispute over property matters came to a gruesome end on Monday night when Norman Fernandes of Bambolim had allegedly stabbed his sister, Noreen, and her motherin- law, Aurita, to death, besides seriously wounding his brother- inlaw, Edgar, at their residence in Santa Cruz. Norman is also reported to have inflicted wounds on himself, before fleeing from the crime scene.

The “Service in Thanksgiving for the Lives of Noreen and aurita was held at St. Lourdes Church at st cruz which was attended by former st cruz mla victor gonsalves, political figure flaviano lobo, environmentalist claude alvares president of special Olympics-goa victor vaz and others.

03-09-2013 … Chief Minister manohar parrikar on Tuesday said that situation of land prices soaring up in the state have now been even seen on people trying to commit murder of their own family members

Referring to the Monday night incident where in two members of the vaz family were stabbed to death by one norman Fernandes at st cruz area chief minister manohar parrikar said greed among certain sections of people had increased so much that the same had even forgotten as whose murder they were committing off in respective of those being his own family members

Parirkar said it was sad to know that present society had lost its cultural and ethical value

 According to the information the incident occurred in the house of mathias Vaz family near B-Cross at St Cruz on Monday night.

 Investigating police officers said the incident began with a heated discussion between the Vaz family members and Norman Fernandes, which ended in Norman allegedly stabbing Maureen Vaz (32), Aurita Vaz (65) and Edgar Vaz.

The victims were shifted to the GMC for treatment but the doctors pronounced Maureen and Aurita brought in dead while Edgar, who has sustained serious stab injuries, is presently being treated in the GMC. 

 Norin was the wife of Edgar, while Aurita was edgar’s mother.

02-09-2013 … In a bit to give 27% reservation to people belong to obc communities the state government  have asked the state village panchayats to finalise its verification list by 31^st of Septembers so as to finalise the reservation policy for the 19 other backward communities of the state

It may be noted that the decision of the state governments to increase the reservations for Goan OBCs from 19.5% to 27% is set to exceed the 50% total reservations limit set by the Supreme Court and even though the present state government has not actually approved the decision, the government seems to be fulfilling a BJP-moved resolution in the Goa assembly to hike the OBC reservation before the end of this financial year.

 According to the information available from the state government the Notified sections of peoples who come under the other backward Class are Dhangar, Kumbhar including Christian Kumbhar, Teli, Shimpi, Christian Mahar, Kalaikar/Blacksmith/Tinsmith, Pagui/Gabit, Christian Barbar, Satarkar, Bhandari Naik, Dhobi, Rajak, Madval (including Christian Dhobies), Nhavi, Nai, Nabhik, Napit, Mhalo.Koli, Kharvi (including Christian Kharvis), Nathjogi, Gosavi, Chari/Mesta, Thakar, Komarpant and Christian Renders.

 Presently, the reservation quota percentage is as follows; OBC-19.5, ST-12, SC-2, disabled-3, ex-servicemen-2 and the reservation quota for freedom fighters, which was 2% earlier, was recently hiked to 5%. This totals 43.5%. If the OBC quota is to be raised by 7.5% to make it 27%, the total would be 51%.

 Speaking to goanreporter minister for social welfare mahadev naik said said that the survey of the 19 communities comprising the Goan OBCs was complete and scrutiny of the rolls, additions, deletions, etc were to be completed as soon as possible ….

 Naik said once the policy was finalised then all the 19 communities would be getting benefit of 27 percent reservation in jobs and education …
