Panjim: December 10, 2025::The hoteliers, guest house operators and private house owners who are providing accommodations to foreign nationals have been urged to upload the “C” forms, furnishing the details of the foreign nationals, within 24 hours of the arrival into the premises in compliance with the Immigration and Foreigners Act 2025, India’s new comprehensive Immigration Law that came into effect on September 01, 2025 replacing 04 older Act viz. Passport (Entry into India) Act 1920, Registration of foreigners Act 1939, Foreigners Act 1946 & the Immigration (Carriers Liability) Act 2000, consolidating and modernizing regulations for foreigners Entry stay and out . Non submission of information of the foreigners accommodated by the keeper of the accommodation contravenes the provisions of Section 8 of Immigration & Foreigners Act 2025 and rule 17 of Immigration & Foreigners Rule 2025 with penalty of Rs. 50,000/- in each case. The Act aims to streamline immigration processes, enhance national security and provide uniform digital frame work for managing foreign nationals in India. Similarly, educational institutions are also urged to submit “S” Forms of foreign students studying in their institutions, Non submission of “S” Forms online by the institution contravenes provisions of Section 9 of Immigration & Foreigners Act 2025 and Rule 16 of Immigration & Foreigners Rules 2025 with penalty of Rs. 1 lakh in each case. Also the, institutions providing indoor medical treatment to foreign nationals are required to upload the information of such foreigner and their medical attendants for whom lodging or sleeping facility has been provided by hospitals, nursing homes or any such medical institutions, Non submission of information of such foreign nationals contravenes provision of See 10 of Immigration & Foreigners Act 2025 and rule 18 of Immigration & Foreigners Rule 2025 with penalty of Rs. 1 lakh in each case. In order to upload the required information of foreigners, the stake holders are first requested to register online. Registration of Form ‘C’ by Hoteliers is to be done by accessing https//boi.gov.in. The applicant has to bring printed application duly signed affixed with seal to FRRO office. The FRRO will approve the USER ID. Thereafter one can start filling C-form online by logging into the said website. In Individual Home Category an OTP (One Time Password) based activation has been provided. The House Owners are required to fill-up registration form and click submit button. An OTP will be sent automatically by the system to the Mobile No. of the user which is provided in the registration form. This OTP can be entered in the user activation page along with the user IDs to get the login details activated by the system for the submission of C-forms. There is no need to visit the FRRO office for approval of login details in individual home category cases. The concerned agencies are requested to take note and adhere to the compliance of the provision to avoid legal action.
