Chief Minister parrikar was speaking at the 1st anniversary of the formation of the Goa Football Development Council at the gfdc office in Panjim

 Present for the function were chairman of dempo group of companies srinivas dempo, gfdc chairman dr rufino monteiro, gfdc member secretary elvis gomes and others

 Having launched itself in the all-round development of the state sport the Goa Football Development Council till date has opened up around 8 grass-root football development coaching centres training over 1200 boys and girls in various parts of Goa such as Valpoi, Sulcorna, Collem, Khandepar, Benaulim, Navelim, Aldona-Moira and Pernem  ..

 Gfdc in its last one year has also conducted 3 coaches training/refresher courses,  one new entrants referees course developing 30 new referees, organized 9 basic life support courses for 250 football coaches/physical instructors of teams, 6 summer football-coaching camps, one all-India beach soccer tournament, one all-Goa inter-school girls football tournament, a Sports Medicine Seminar  and all-important International football conference-GIFT 2013.

 Speaking at the function chief minister manohar parrikar said that he was very happy with the way dr rufino had taken forward the good work of goa football development council in the past one year

 Chairman of goa football development council dr rufino monteiro said though he was involved with many people’s heart as a doctor his own heart was involved with football and thanked chief minister for reposing faith in him …

 Later the GFDC publication were also released at the hands of Chief Minister Manohar Parrikar while a special memento and a jersey was also present to mr parrikar at the hands of srinivas dempo chairman of dempo group of companies.

Governor of Chhattisgarh Shekhar Dutt launches microfinance initiative for Goan artisans at Kala Academy

29-07-2013 … Governor of Chhattisgarh Shekhar Dutt on Saturday launched a microfinance initiative for Goan artisans by South Asia Foundation at the Kala Academy in the city.

The microfinance initiative for Goan artisans is targeted at those registered with the Office of the Development Commissioner (Handicrafts), Ministry of Textiles, the Government of India.

South asia foundation makes an effort to emphasise on creating a strong marketing network which is a key to success to artisans’ way of life and has been working in Goa for more than five years, especially in north Goa.

SAF initiatives in Goa aims at branding, marketing of the craft and effective micro financing to the artisans.

More than 100 artisans and self-help group from the state of goa were a part of programme who are registered with the South Asia Foundation as a part of 2,500-strong artisans group who are being supported by the SAF for creating a sustainable model of development that could be artisan led.

Speaking on the occasion Governor of Chhattisgarh Shekhar Dutt said there was a need for artisans to be treated like artist who had to go through difficulties while creating various types of arts and urged to have a website of goan artisans

Chief manager of nabard b b sethi said that nabard was trying to target 500 self help group in providing help to artisans in their artisan works

South asia foundation also honoured honour a renowned artist from Goa Francisco Martins and two traditional bamboo craft-persons Vijay Jadhav and Rukmini Parwar for their excellence in the filed of handicrafts.

It may be noted that the Mines director Prasanna Acharya on Friday had filed a 1000-page complaint with the crime branch office at Dona Paula based on the reports of the Shah Commission,   the centrally empowered committee and the PAC over the illegal mining issue.

Addressing media persons in Panjim congress spokesperson alexio reginaldo said that there were malifide intentions of the state chief minister trying to target some of their congress leaders even when the matter was in progress in the supreme court

26-07-2013 … Exclusive …  The goa state pollution control board would write to all the 189 village panchayats and municipalities too in the state informing them to guide an entrepreneur to take permissions of water and air acts from the board for any small type of business or micro business before the concerned village panchayat issue final noc ….

The decision of the pollution control board comes in wake of the Green Tribunal which has passed an order directing that the concerned states pollution control board of the country close down all such activities that are operating without the consent of water and air acts of the board.

 The board has already issued show-cause notices under section 33 (a) read with section 25/26 of the Water (Prevention and Control of Pollution) Act, 1974, and section 31(A) read with section 21 of the Air (Prevention and Control of Pollution) Act, 1981.

 From march 2013 till date the board has sent around 2600 notices for various types of establishments which comes from hotels and industries too but only around 200 to 300 applications have come in till date while late fees has been waved off and the scheme is valid till 31st of December this year

 The whole exercise began after the comptroller and auditor general of India (CAG) had pointed out that hotels and industrial units were operating without water and air consent causing a loss to the state exchequer. The NGT then directed the pollution control board to close down all such units and asked the board to file an action taken report in the matter.

 Speaking to goanreporter chairman of goa state pollution control board Jose Manuel Noronha said “ as we have issued notices to hotles and industries to take permissions of water and air acts from the pcb board

We would also write to all the state village panchayats stating that if there are any industries, eateries or small restaurants or even cycle shops within their village jurisdiction then to please inform the pcb boards so that we can take steps and direct them to ensure that they were functioning with an appropriate authority like the goa state pollution control board”

 Noronha said “ the exercise of identifying such unites was started way back from march 2013 this year as per the directions from the ministry of environment of forest who had given an order to the central pollution control board asking to issue notice to all industries and hotels who did not had pcb water and air consent

 Noronha also stated that even small business had to take air and water consent permission from the pcb board

 

3416 forms have been sanctioned under the mining trucks scheme along with 168 applications from unemployent scheme from the mining sector due to the ban on mining says officials of goa electronics limited

25-07-2013 …  A total of 3416 forms have been sanctioned under the mining trucks scheme along with 168 applications from those who have been unemployed from the mining sector due to the ban on mining officials of goa electronics limited said on Thursday …

It may be noted that the state government had announced two schemes – one scheme to provide financial assistance to people, who have lost employment due to the closure of mines, and another one for tipper owners, whose livelihood has been affected due to shutting of mining industry

the two schemes for truck owners in the mining belt were been made valid by the state government from 1st October 2012 to 30th September 2013, while the unemployment scheme for those who have been unemployed after September 2012 from the mining field has been made valid for the scheme from 1st of January 2013- 31st December 2013

Though earlier in his statement chief minister manohar parrikar had expressed concern for the mining affected people, saying that around “25,000 to 30,000 people were in a soup” due to mining coming to a halt in Goa.

The recent figures which had been generated by the GEL officials through the process of the application for the two schemes for the mining dependent people tell a different picture with a less number of mining truck owners as well as unemployed people having applied for the scheme

GEL has received 6617 application from mining truck owners from which as per the gel report 1629 forms are ready for sanction , 187 forms are incomplete, 995 forms are rejected and 390 are having a detailed scrutiny thus with 3416 forms being sanctioned for the scheme …

While in the unemployment scheme gel has received 1841 applications from which as per the report 86 are ready for sanction, 979 are incomplete, 608 are rejected while no application are having a detailed scrutiny thus with 168 forms being sanctioned

Addressing media person at a press conference in Panjim chairman of goa electronic limited dattaprasad naik said that his department had completed the verification of all the forms …

Mr naik said all the applications which ever were left for certain information would be completed by 15th of august next month

23-07-2013 …  The state government would spend a total of around 60 crores in before the ganesh chaturthi and get all the pothole and problems of the state roads solved state pwd minister sudhin dhavlikar said on Monday

Speaking to goanreproter pwd minister sudhin dhavlikar said that the state government had approached the centre asking for funds to the tune of 40 crores which would be given within six months of time carrying out major roads works of the state highways

Commenting over the bad road conditions long the highway road at porvorim Dhavlikar said since the funds were released late by the national highway authorities state pwd department got delayed in issuing the tender work for the highway works due to which pwd was unable to put macadam on the highway road

Dhavlikar also stated that roads were damaged due to the heavy showers that had taken place in the state in the last few days due to which now there was a need from the engineer section department to study as how roads could be well maintained in rainy season too

gmc yatri niwas transformed in to games secretariat for lusofonia games 2013

22-07-13 … With the state government running in to doldrums due to the financial crisis after the supreme court had put a ban on mining activities in the state, the state government in a way to generate revenue towards its treasury seems to have now given the premises of yatri niwas belonging to the goa medical college and hospital at bambolim on rent to the officials of lusofonia games for setting up a games secretariat for the upcoming lusofonia games 2013 ….

Though the state government officials belonging to the goa medical college and hospital denied to say that the premises of yatri niwas was given on rent or had been rented but mentioned that it was just through mutual understanding that the yatri niwas premises was given to the organizers but one of the official of the lusofonia games 2013 who has come all the way from delhi for organizing the event said “we have rented the whole premises of yatri niwas and no one other than our staff is allowed to enter inside the building premises as it is totally cordoned off the official said”

Sources told goanreporter.com that around 35-40 from officials from delhi are already in goa for preparation of hosting the lusofonia games 2013 who have been put up in this yatri niwas along with officials from goa turning yatri niwas in to a games secretariat thus depriving locals from health facilities who sometimes event don’t get a bed space to sleep at night time if any of their close ones are admitted inside the gmc hospital

 It may be noted that Yatri niwas is a 116 bedded accommodation where in there are dormitories with four beds in each room  (12 rooms) and 8 beds in each 3 separated rooms on ground floor level while on the first floor, there are 22 individual double bedrooms with attached toilets which have been transformed in to office with computers and tables for the lusofonia games secretariat

 but if one goes to the gmc hospital building at any given day one could easily find relatives of patients sleeping on the floor outside the wards with no space available for patients to sleep which has not been noted down by the state government thus giving yatri niwas on rent for lusofoina organizers instead of using it for patients relatives

 Speaking over the issue of yatri niwas premises being given on rent chief minister manohar parrikar over the issue parrikar said “ I don’t think it is rented and been if it rented than what is the big problem the money would go to the state government only no and not to a private party and it is an internal arrangements”

 Parrikar said “ yatri niwas was not being used as the premises is not for the patients but patients relatives and the same was lying vacant for three to four years and only expenses were paid so we taught of giving it to them so that rent being paid to outsiders by the organizers of lusofonia games were curtailed off and I do not think it is given on rent as someone who had informed you might not be aware of it”

 Health minister laxmikhant Parsekar said “ yatri niwas was a premises who was built for keeping any patients relative and since it is vacant and not been occupied it has been given for setting up the games secretariat for lusofonia games which should not have a problem as it is a government premises and if the government can get some rent out of it then there should be no problem on it as we are earning some amount of it though I do not have a complete detail on it”

 On asked as how was the premises being given no rent when there were problems of patients sometimes not being able to get bed space in the hospital Parsekar said “ gmc had around 1200 beds and whenever if there was an increase in the number of patients and beds were occupied then one had to sleep on the floor though such situations were also taken care off”

 But surprisingly once again as usual the st andre mla vishnu surya wagh seems to have been kept aside over the issue who informed herald “ I am not aware of any such thing and since you brought it to my notice I have come to know about it and would try and find out what the whole issue is”

 Meanwhile curtorim mla and congress spokesperson alexio reginaldo lourenco said “ gmc premises can’t be given for rent but should be given for public use and if it given then it is wrong as one side there are allegations that slabs or fall ceiling are falling and such premises should be required to be kept empty if such incidents taken place then patients could be shifted to it and therefore I think the government should look after patients instead of given the premises on rent due to the rainy season due to the outburst of fevers an all I think they should accommodate those people which have no bed no place to sleep to be accommodate there and that’s why I can say that the chief minister has lost hold of the priorities of the state”

21-07-2013 … In a surprise revelation which could spark more fire in to the controversy of Panjim market illegalities former councilor and Panjim market committee chairman uday madkaikar on Saturday denied of having committed illegalities in city market illegalities and has stated that whatever decision of allotting fifty shops during his tenure in Panjim market were done as a collective decision involving, former ccp-mayor, former ccp commissioner and former council member’s ….

It may be noted that though the report on Panjim market illegalities was submitted to the city corporation on Friday Mayor of the corporation city of Panjim surendra furtado has gone on saying that he seems to have been not satisfied with the report submitted by the investing office n d agarwal and he had made up his plans to appoint a retired judge who could look in to the matter once again and could submit his report within two months …

furtado futher had gone and also stated that he was aware of some of the former and present councilors being involved in to the Panjim market illegalities and was surprised to noted that the report though having mentioned that illegalities were committed while allotting the shops in Panjim market had no names of any one being involved in the frauds which was totally false and baseless

Speaking to goanreporter former councilor and Panjim market committee chairman uday madkaikar denied of being involved in any illegalities having taken place during his tenure as a market committee chairman and stated that mismanagement of shops in Panjim market had taken place right from the year 2003 while during his tenure from 2006-2008 he had allotted only 50 shops taking in to confidence the former ccp mayor tony rodrigues, former ccp commsioner elvis gomes as well as the members of the then market committee, standing committee, and even the former council members

Commenting over the allegations of one shop being made in to three madkaikar said that though such decision was not taken during his tenure such decision was taken only to resolve the issue of gadda owners so that they could be given space inside the market as per the list given by gsidc

madkaikar said even the issue of levying rent on shops in the Panjim market was not decided during his tenure due to the shop owners not being ready to accept the rent fixed by the ccp office
