It may be noted that in an unprecedented situation elections to the post of mayor and deputy mayor of the corporation city of panaji were postponed at a last minute on last Wednesday by ccp commissioner Sanjit Rodrigues on the request of the decision of the state government who had written from the office of directorate of municipal administration stating that the state government had received various representations regarding the reservations to the post of mayor and dy mayor in the corporation due to which the matter was under examination and therefore the elections were postponed till the matter was properly examined

After filing the writ petition corporator surendra furtado speaking to media reporters said that all the sixteen corporators had full faith in judiciary and were hopeful to get justice as soon as possible

Surendra said if the chief minister was so much interested in reservations of seats then there were many bjp mlas who were from the same reservations class of sc/st/obc who were eagerly waiting to take up the post of chief minister and minister jobs

 corporator rudresh chodankar said that advisors of chief minister Manohar Parrikar were putting mr Parrikar in trouble by giving him wrong advises

 Meanwhile revenue minister francis dsouza said that there was a need to amend reservations in ccp which would be done in the ongoing assembly session within the next fifteen days

state ncp president terms state budget as anti aam admi budget

22-march-2013 … Hitting out at the state bjp led government for taking credit of the projects which were started during his tenure as a Tourism Minister state ncp president nilkanth halarnkar on Wednesday termed Chief Minister Manohar Parrikar’s 2013-14 budget as ‘anti-aam aadmi’ and also questioned the government’s revenue generating targets and figures.

Addressing media press conference halarnkar said the recent announced budget nothing special where in the state bjp led government could earn revenue from and mentioned that only 40% of budget was realized in the last year’s announced budget.

Halarnkar said that Projects such as the golf course, marina, heli tourism, amusement parks, etc were the proposals which were started when he was the tourism minister and now the present government was taking credits out of it.

 

goa government to study on tragic accident of goa-mumbai bound bus at khed to compensate goan deceased

21-march-2013 … In a view of giving compensation to the deceased families of those who were killed in the in the tragic incident involved in the Goa-Mumbai bus at Ratnagiri in Maharashtra transport minister sudhin dhavlikar said that the state government would study the entire issue within the next few days and would come out on a package of those killed in the incident ….

It may be noted that the Goan death toll in the bus mishap at Khed that had taken place this week went up to 16 with a dead body identified on Wednesday out of the 37 people, who were killed and 14 critically injured after a Goa-Mumbai bus in which they were travelling had plunged into Jagbudi river near Khed taluka of Ratnagiri district of Maharashtra.

Speaking to goanreporter trnasport minister sudhin dhavlikar said that the state transport department would start its process of verifying those killed in the incident and would then give a favourable decision

Leader of Opposition pratapsingh rane said at the moment there was a need to find out if the bus had legal documents or not along with the driver and had to be made accountable for it

fishing ban needs to be strictly implemented says fishing community in goa

20-march-2013 … Member of the fishing community on Wednesday expressed happiness over the state chief minister decision of increasing the days of ban on fishing from 45 days to 75 days though stating that if the same had to be implemented then the state government should take care of strictly amending it ….

Though the fishing community said that they would be happy even if the ban was made for 60 days there had no problem of 75 days which the chief minister had announced in his state budget speech

Speaking to goanreporter various chairman’s of the fishing community gave their views over the state government decision of putting a fishing ban of 75 days in the state saying that it had to be strictly implemented …

Addressing media press conference at the party head office in Panjim gpcc president subash shirodkar said the budget which had no economic vibrations had put a common man of the state in to problems with the increase in stamp duty, taxation in transport, tax  on flats and also on water tariff

 Subash said the budget had driven the goan society towards doles which was not a good sign and was merely meant for selective people

chief minister manohar parrikar present annual budget for 2013-14

18-march-2013 … departing from the earlier trend,  Chief Minister Manohar Parrikar on Monday presented a Rs 10,053.24 Crore budget in the State Assembly in Konkani language.

the chief minister announced that  Rs 140 crore has been set aside   for mining dependent people  by introducing various schemes.  Government will target 12% State GDP this financial year.  5% of the Government jobs will be reserved for children of freedom fighters. Govt. will introduce Service Guarantee Act while all departments will have to justify their expenditures.

The government has recovered 249 Crore rupees  through mining lease renewals and expects to recover  another 300 crore rupees this fiscal :

The annual Ban on fishing is extended from 45 days to 75 days in view of the depleting catch of fish in the state. The  trawler owners will however be compensated for the loss with   Rs 10,000, and mechanized canoes will get rs 20000  Rs 3 cr budgetary allocation has been made for this purpose. The scheme will be named after late Matanhy Saldanha

Students of parents with less than Rs 3 lakh income per annum  to get scholarships worth Rs 30,000 and interest free loans for higher education;  16,000 students of 11th standard  and 50,000 students of 5th and 6th standards will  get notepads. Making it comfortable for students to travel to school, around 100 balrath buses will be given to various schools. Aadhar card will be compulsory for availing schemes.

Rs 500 will be given to senior citizens per month to pay their medical bills.

The Government has taken credit for the increase in milk production in the state. The increase of 50%  in milk production is attributed to the introduction of various schemes. The Animal welfare department will get 2 Crore rupees to manage stray animals. Kisan card will be introduced for farmers.

All outstanding loans amounting to Rs 7 crore of Kadamba transport corporation limited will be paid within the next 3 years. Govt. to allocate Rs 113 Crore for development of KTCL.

To regulate crime in the state,  Contractors will have to have  a photo identity and details of workers employed by him. Govt. to introduce integrated anti human trafficking cell to tackle flesh trade in the state. Panaji, Margao and  Mapusa bus stands to be constructed on a PPP basis after taking all stakeholders into consideration. Govt. will introduce State Investment Policy by May 30; and a taskforce will be appointed within a week: Home guards will be increased from 750 to 1500

15-march-2013 … Chief minister Manohar Parrikar held its pre budget citizens interaction at the menezes Braganza hall in Panjim where in chief minister denied to reveal anything as what was store in for goans in the 2013-14 budget before its announcement on March 18 for fear of breaching regulation …

The interaction was organised by the managing committee of institute menezes Braganza which received an overwhelming response with an enthusiastic crowd of laypersons, college students, members from the industry and government employees asked many questions to the Chief Minister on employment, education, women’s safety and government finances.

The interaction was moderated by a panel comprising member of the Goa Planning Board, Rajendra Bhobe, and, vice principal, Dempo College of Commerce Nikhil Verenkar.

Addressing the gathering at the start of his address, Chief Minister Manohar Parrikar said that he tried his best to come close to people’s expectations by delivering 65-70 per cent of the announcements made by him in the first budget of the government in March 2012.

Parrikar said that due to the halt in mining activities, mining companies had stopped pumping out water from the mining pits which had also resulting in creating water chaos in the state

Stating that some development was not seen by some Parrikar said that most of the development promised by his government were in full swing and would be done as promised by his government

14-march-2013 …  Leaders of various political parties led by adv. Aires Rodrigues on Thursday strongly criticized the state government decision to select Justice B. Sudershan Reddy as the Goa Lokayukta which the political party leaders have opposed tooth and nail and has even decided to challenge the order in the high court.

The press conference was attended amongst others by Trajano D’Mello of NCP, Sudip Tamankar of the Congress, Rajesh Marathe of the Shiva Sena, Floriano Lobo of the Goa Suraj Party and Tara Kerkar of Savera.

Addressing a press conference at Panaji in the presence of leaders of various political parties and NGOs, Adv. Rodrigues strongly criticized Chief Minister Manohar Parrikar for manipulating the appointment of an Yes-man Lokayukta and urged Goa Governor BV Wanchoo not to administer the oath to Justice Sudershan Reddy as the Goa Lokayukta which is scheduled for March 16th.

Mentioning about the need for having a sturdy and a non-partisan Goa lokayukta.

Adv. Rodrigues stated that the selection of Justice Sudershan Reddy will be legally challenged besides taking the issue to the people’s Court for not being transparent and in accordance with law.

Adv. Rodrigues also demanded that Justice Sudershan Reddy should explain to the people of Goa as to why he recommended to Chief Minister Manohar Parrikar  those controversial and draconian amendments to the Goa Lokayukta Act that were passed in the last Assembly session.
