The  Governor of Goa, Shri P. S. Sreedharan Pillai, has extended Financial Assistance from Discretionary Funds, to two Law Colleges of Goa, Rs. 5,00,000/- (Rupees Five Lakhs only) each to Govind Ramnath Kare College of Law, Margao and V.M. Salgaocar College of Law, Panaji, both, towards upgradation of the Library dedicated chair/section/corner in the name of late Justice H.R. Khanna, and Rs. 5,00,000/- to the Goa High Court Bar Association. Porvorim, in the name of  Mr. Justice H.R. Khanna.

Justice H.R. Khanna, is a well known and celebrated name. He is famous for his dissenting Judgement in the landmark case of ADM Jabalpur and for upholding the Fundamental Rights of the people of India and preserving the Constitution of India. He did this fully knowing that he was to be promoted as Chief Justice of India in 03 months. Through his dissenting Judgement, he had to sacrifice his promotion. He is to be remembered as a towering figure for his impeccable integrity to uphold the Fundamental Rights of the people of India
