Panaji: December 15, 2012 … The Government has nominated the officers on the Panel of Departmental Selection Committee/Departmental Promotion Committee while filling up the posts reserved by direct recruitment and promotion for Scheduled castes, Scheduled Tribes and Other Backward Classes in the Government Departments/Government Undertakings etc. The members who are selected on the panel are Shri B.S. Kudalkar (SC), Shri R.K. Satardekar (SC), Shri Rajendra D. Mirajkar (SC), Shri P.K. Velip Kankar (ST), Shri Devidas Gaonkar (ST), Ms. Florina Colaco (ST), Shri Anthony D’ Souza (ST), Shri Shambhu S. Ghadi (ST), Shri Gurudas Pilankar (OBC), Shri S. V. Naik (OBC), Shri Mahesh Corjuenkar (OBC), Smt. Pushpalata Arlekar, will be a Lady Officer on the said Panel.
It is, therefore enjoined upon all the Departments/Public Undertaking that whenever any interview for direct recruitment and Departmental promotion is proposed to be held then any of the Officers envisaged on the Panel from respective category shall be called for the purpose as per the suitable. GOVERNOR CALLS TO MAKE GOA EDUCATIONAL HUB
“HIGHER EDUCATION SUMMIT 2012”
Panaji, December 15, 2012 … The Governor Shri Bharat Vir Wanchoo, has said that, Goa Should become a major educational hub of the country, provided we take the right steps coupled with proper determination and rise above narrow political and parochial considerations. He said he will like to see Goa as the Boston of India.
The Governor was addressing at the one day Higher Education Summit 2012 held at Panaji today. The summit was jointly organized by Government of Goa in association with Confederation of Indian Industry. The theme of the summit was “Improving Quality of Higher Education to Drive Goa’s Economy”.
Shri Keshav Chandra, IAS, Education Secretary, Shri Anil Kher, Chairman, Confederation of Indian Industry Goa Council and MD, Micro Interconnecxion Private Ltd., Shri Shrinivas V. Dempo, Past Chairman CII WR and Chairman of Dempo Group, Shri Atul Pai Kane, Vice Chairman CII Goa Council and MD, Power Engineering (India) Pvt. Ltd and Ms. Mausami Kamat graced the function.
The Governor was of the opinion that, Goa can attract highly talented faculty that would be willing to help make Goa emerge as the major educational hub. Goa can set up centres of excellence and research in niche areas besides also to consider setting up an integrated educational complex that can help to create skills to participate in the new media like animation, graphics, cyber security etc., he added.
Taking into consideration the interest of youths in Goa the Governor said, Goa can emerge far further in the field of textile or product design and even in films. These are all areas that would be of interest to the Goan youth and enable them to participate in this educational opportunity and occupy this particular niche in the Indian and global economy said the Governor.
Speaking further the Governor said the aim of education or higher education should be to broaden the horizon of people to make them responsible citizens and not merely to provide them a means of livelihood. However he said, from practical stand point, education should aim to adequately equip the youth with skills to meet the challenges of life and prepare them for various types of employment.
Touching upon educational aspects in the state the Governor said, after the liberation Goa has made considerable progress in the field of education, including higher education, and the Government is making concerted efforts to make higher education to still higher levels, to meet the needs and aspirations of the people, in keeping with national priorities and objectives. The Governor further said, Government is doing its best to promote higher education and has introduced several innovative schemes he added.
Stressing on the educational aspects the Governor Shri Bharat Vir Wanchoo said, we make rapid progress in promoting technical and technological innovation, we have to ensure that it serves the social needs and creates a better way of life for the people. Promotion of technical education is an integral part of our effort for the development of human resources. The Governor said, Goa has good network of technical institutions which are expected to set the trend of engineering and technological education in the state to meet its special needs. These institutions, besides imparting basic theoretical knowledge should gear themselves to the stupendous task of moulding youths into practical technicians whose services are required by the society.
In his special address Shri Keshav Chandra, Secretary to the education suggested to introduce measures for promoting quality education. These includes increasing the number of seats at the undergraduate level, introduction of new courses and increasing seats in Goa University, establishing design schools in Goa, setting up of autonomous colleges, extending teaching assistance and formulating schemes for visiting professors in the state.
Stressing the need to gain educational knowledge to promote self employment Secretary for Education mentioned that, the student’s community of today is fortunate to have several schemes in education sector which he pointed out needs to be derived by the students.
Earlier Shri Anil Kher who welcomed the guests briefly stressed on the motto behind organizing the educational summit 2012. Shri Kher said, when it comes to improving the quality education, there is a need to revise curriculum with benchmarking against the best in the world. Academic autonomy is also very important for better education.

OCTOBER EXAMINATION RESULTS OF HSSC/SCC DECLARED
December 14, 2012 … The Goa Board of Secondary and Higher Secondary Education, Alto –Betim-Goa has declared the results of Secondary and Higher secondary examination held in November 2012.
The H.S.S. C. Examination of October 2012 was conducted from November 8 to November 16, 2012 at two Centres Mapusa and Margao.
Out of 908 candidates who registered, 892 appeared for the examination and 200 candidates have been delcated successful in all the four streams (i.e. Arts, Science, Commerce and Vocational taken together giving an overall pass percentage of 22.42%.
The S.S. C. Examination of October 2012 was conducted from November 8 to November 20, 2012 at Mapusa, Margao, Panaji, Ponda and Curchorem centres.
The candidates who appeared for this examination had opted to answer through English, Marathi and Urdu.The candidates had selected Hindi as Second language.
The stream whish performance of the candidates appearing for the examination in whole category out of 15 registered 14 appeared and 1 passed while with exemptions out of 3413 registered 2296 appeared and 827 passed. The percentage is 7.14 and 24.35 respectively.

New 128 slice ct scan costing about 3.76 crore has been installed in the radiology department which has facilities of observing a three dimensional structure of fractures and other body areas
And a Biomedical waste treatment unit with the total cost coming to an amount of 12.5 crores

National Seminar on Food Safety Inaugurated BIS Standards on Food Safety Released
12-December-2012 …. President of India, Shri Pranab Mukherjee has said that food safety ensuring clean and nutrition food should be a key priority of the places to visit in north goa at night government policies as it is vital for physical and mental health of people .He said that India has made significant strides over the past decades in food production and globalization of the world economy has given a significant boost to food trade. But at the same time, it has created a new set of challenges to food safety.
The Indian Standards on basic requirements for street food vendors is an important step- especially in the context of the significant growth in the street food sector. It has important economic and nutritional implications for our urban populations as street foods are an accessible and affordable option for a sizeable percentage of our working population, he asserted. Shri Pranab Mukherjee further said that but we should be conscious that a substantial majority of our food businesses are small and cottage scale units hence implementation should not be too complex.
Releasing BIS Indian Standard on Food Safety requirements for street food vendors during the occasion, Prof Thomas Minister Of Consumer Affairs, Food And Public Distribution said that these standards will focus on providing minimal check points for ensuring safety of street foods by assuring food security for a large number of rural, urban and migrant populations in terms of hygiene and quality. These will also act as a bridge between the street food vendors and the consumer of street food, and assure that the street food conforms to specified standards and hence are safe.
The Minister said that with the expectations of the people regarding safety of food rising by the day, Indian standardization system must, at all costs, step in to safeguard public health, and thus promote consumer confidence. It is in this direction that the BIS has already released “Indian standards on Good Hygienic Practices, Good Manufacturing Practices and Food Retail Management.”
Underling the importance of awareness among all stake holders regarding these food safety standards, the Minister said that BIS had recently organized a series of seminars at major State capitals. Now, this National Seminar being organised today is mainly to discuss the recommendations arrived in the past, and to draw up a road map for future course of action in this important area.
Prof. Thomas said that the Government is fully conscious that the food industry, being a good earner of foreign exchange, , deserves all our support, and must not be tied down of its potential to grow by perceived limitations as viewed from safety angle. “We only want that standards should be contributory to a sound regulatory foundation for domestic and international trade in food, taking into account the interests of consumers, the industry and a very strict regime of international quality norms” he said.
Addressing the Seminar Prof. M.S. Swaminathan, the renowned Agriculture scientist said that food safety literacy movement should be taken up in a big way through information and communication technology, community food managers from local elected bodies should also be involved in this campaign. Expressing concern over pesticides residue in food products he said that strict safety standards should be adopted to safeguard common man from this.
‘Indian standards on street food vendors- food safety requirements’ released on the occasion provide detailed guidelines regarding quality of inputs and ingredients, transport, reception and storage of inputs, utensils and cutting tools: material of construction, cleaning and storage, hygienic practices, personal hygiene and habits, food preparation cooking and handling.
