Goan Reporter News: ELectricity Department Issues Advisory On Installation Of Power Generating Units

Electricity Department has observed that many consumers of the Department are installing generating units within their premises without coordinating with/informing the Department which could be highly detrimental, as seen in a recent electrocution case, to the personnel working on dead Departmental Lines/Infrastructure therefore the attention of all consumers of the Electricity Department is invited to regulations nos. 4.15 to 4.19 of the Supply Code 2018 which was notified on February 21, 2019.

It is informed that, all the consumers of the Electricity Department who have installed such generating units to their installations without the permission of the Department should immediately take measures to disconnect such devices and reconnect the same only after installation of isolating devices capable of mandatorily isolating Departmental mains (including neutral) as mandated by the  Regulations and after submitting the necessary technical and operational details through a State authorized licensed Electrical Contractor, failing which any consumer causing damage to the Department apparatus/ human life will be fully responsible for such losses as indicated at Regulation 4.19. Any subsequent changes post intimation to Department shall also be brought to the notice of the Department immediately.

Electricity Department has further stated that, Consumers who have not informed the Department/obtained permission for installation of Power Generating Devices in their Installation should immediately disconnect the same and isolate it from their internal wiring connected to Department’s system.

Adequate Devices to mandatorily isolate from the Departmental mains (including neutral) to be connected to installed through State Licensed Electrical Contractors.

Test Report indicating the generating device and details of connection with the internal wiring of the consumer vis a vis the supply provided by Electricity Department to be submitted to the Jurisdictional Division/Sub-division for inspection/permission to use equipment.

In case Generating Devices are connected to Consumers Installation unauthorizedly, Consumer shall be held totally responsible for damage to Departmental Infrastructure/Loss of life and will be liable for civil/criminal prosecution.

The affected areas are Donwaddo, Quitla, Umbra, Charmanas, Salvador do Mundo church, Ecoxim and surrounding areas,  as informed by Department of Information and Publicity.

Goan Reporter News: Heatwave Preparedness and Mitigation Measures

Office of the Commissioner, Labour & Employment has directed to take up the heatwave preparedness and mitigation measures by the Department.

It is stated that in respect of Goa Heat Wave Action Plan 2024, it has to be ensured by all Departments, Industries, Establishments that preventive measures are taken up to ensure that workers are not affected specially those who work outdoors and for that it is necessary that timing of work may be tweaked to avoid peak heat wave hours specially from 12:00 Noon to 3:00 p.m and for this purpose the working hours could be re-scheduled.

Further, arrangements of drinking water facilities in working premises both indoors as well as outdoors should be made available.

In the event any of the worker/ labourer are affected by heat then Supervisory Officials who shifts such workers for medical care should ensure that on arrival at the medical facility/ hospital, the Doctors are informed about case history of such labourers possibly affected by heat so that appropriate treatment is given.

It is also directed that Labour Officers are required to further conduct Health Camps specially in informal sector and settlements and hold interactive sessions with construction sites, Industry and Commercial entities besides at outdoor construction sites of Public Works Department (P.W.D), Water Resources Department (W.R.D), Goa State Infrastructure Development Corporation Ltd (G.S.I.D.C) and other private construction sites.

The Assistant Labour Commissioner of the respective Jurisdiction to supervise this work and submit reports alongwith photograph to the respective Deputy Labour Commissioners who in turn will consolidate such reports and put it for submission through Deputy Director Administration (DDA) to District Disaster Management Authority.

The Chief Engineer of Public Works Department, Chief Electrical Engineer of Electricity Department, Managing Director of GSIDC, Directorate of Municipal Administration, Directorate of Panchayat are requested to Sensitize their respective Engineers and Contractors in respect of precautions to be taken concerning heat wave.

Goan Reporter News: Restrictions on Transportation of Liquor

Government of Goa has prescribed that no liquor shall be transported from one place to another in the State of Goa without permit issued during the period from 06.00 pm of May 05, 2024 till midnight of May 07, 2024 and on June 04, 2024 in view of polling day and counting of votes for the General Elections to Lok Sabha- 2024.

Three quart bottles of Indian made foreign liquor or foreign liquor other than beer and six bottles of beer of 650ml for any person including his family and three quart bottles of country liquor for any person including his family will be the maximum quantity of liquor which can be possessed by any person in the State of Goa.
