Goan Reporter:FACILITATION CAMP AT SURLA FOR LONG-PENDING COMPENSATION CLAIMS OF AFFECTED FARMERS

The Office of the Deputy Collector and Sub-Divisional Magistrate, Bicholim, acting as Court Commissioner in terms of the orders passed by the Hon’ble High Court of Bombay at Goa in Writ Petition No. 443 of 2004, is organising a Facilitation Camp for the affected  farmers/occupants/owners/legal heirs/successors of Village Surla, Taluka Bicholim at Government High School, Surla Dates from May 20, 2026 to May 22 2026 from 10 a.m. to 5 p.m.

 

Beneficiaries in respect of nearly 300 sub-divisions of land will be entitled to submit their claims during the said camp, subject to verification and due procedure. All concerned claimants are earnestly requested to first check and verify their entitlement in the list made available at the office of the Village Panchayat Surla. Only claimants whose names, or whose predecessors’ names, appear in Form I and XIV of the affected survey numbers/sub-divisions and whose entitlement is reflected in the said list may submit their claims during the camp.

The concerned claimants shall attend the camp with relevant documents, including Form I and XIV, identity proof, bank details, death certificate/legal heirship documents, if applicable, consent/NOC/authority letter of other legal heirs or co-owners, wherever required, and the Indemnity Bond/common Indemnity Bond sworn/executed on stamp paper of ₹100/-.

The prescribed format of the Indemnity Bond/common Indemnity Bond has also been made available at the office of the Village Panchayat Surla for the convenience of claimants. In case it is not feasible for any claimant/legal heirs to get the Indemnity Bond/common Indemnity Bond executed by themselves in advance, the Mamlatdar of Bicholim Taluka will facilitate execution of the same before him at the camp itself, subject to production of the requisite stamp paper and relevant documents.

The matter relates to compensation directed by the Hon’ble High Court towards crop loss/damage suffered by affected farmers of Surla on account of mining-related siltation. By order dated 08/08/2007, the Deputy Collector and Sub-Divisional Magistrate, Bicholim, was appointed as Court Commissioner for drawal and disbursement of the compensation amount to the respective occupants/owners for their respective affected areas, after individual verification and identification. The matter was thereafter disposed of by the Hon’ble High Court by judgment dated 15/04/2014, with directions for disbursement of the remaining compensation to the concerned farmers in accordance with the said orders.

This camp is an important opportunity for families whose claims have remained unresolved for a long time. All eligible affected farmers, occupants, owners and legal heirs are therefore appealed to come forward, verify their entitlement, keep their documents ready, and make full use of this facilitation exercise.
