The Department for Empowerment of Persons with Disabilities has informed about the implementation of Welfare scheme for the Grant of stipend and scholarship separately for students with disabilities who are studying in various schools/colleges/ institution etc.
The details of Std. and type of courses along with the rate per month are as follows stipend for the students from Anganwadi/ Preschool/ Balvatika to std II is Rs. 300/-, std. III to V is Rs. 400/- and std VI to VIII is Rs. 500/-per month for 11 months; scholarship for the students IX to XII standard or equivalemt as per University courses are Rs. 900/- per month for 11 months for day scholar, Rs. 400/- per month for 11 months for hostellers and Rs. 300/- for readers allowances for blind per month for 11 months.
Further for students of B.A/ B.Com./ BSC etc is Rs. 1100/- per month for 11 months for day scholar, Rs. 500/- is per month for 11 months for hostellers and Rs. 530/- for readers allowances for blind per month for 11 months. Also for MA/Msc/M.Com and other professional courses is Rs. 1300/- per month for 11 months for day scholar, Rs. 450/- per month for 11 months for hostellers and Rs. 600/- for readers allowances for blind per month for 11 months.
The criteria for eligibility to apply under this scheme are that stipend open to students with benchmark disability i.e 40% or more disability as defined in the Rights of Persons with disabilities Act, 2026; a copy of a mark sheet of the last annual examination; income certificate issued by Competent Authority not exceeding Rs. 8.0 lakhs p.a and the students must have UDID card, Aadhaar card and Bank pass book (bank account should be Aadhaar seeded).
Similarly, scholarship is also awarded to pursue education in music and vocational courses through recognized Board of Education or University.
Only online applications under the scheme will be accepted and no request for offline application will be entertained. Registration of students on CM Scholarship Portal cmscholarship.goa.gov.in for the year 2026-27 for students with disabilities will commence from July 15, 2026. The last date for registration and submission of application for grant of stipend and scholarship to is October 15, 2026.
