Stating that proper transparency has been maintained during the lottery systems of the ballot Speaker of the goa legislative assembly rajendra arlekar has asked given the state media an open invitation to verify the process of ballot lottery systems which allows questions to state mla’s turn wise in the state assembly session

It may be noted that as the days for the start of monsoon assembly session is near there has been a procedure of ballot lottery systems where in state mla’s are required to put froth their question for a particular assembly session day and later through the lottery systems a concerned mla has to pick up a lot and whoever get a chances number wise is allowed a chance to raise his questions on the floor of the house …….

But not happy with this ballot lottery system three of the independent MLAs namely Vijay Sardesai, Naresh Sawal and Rohan Khaunte had earleir petitioned the Speaker that all the independents be treated as a separate group and be allotted time for demands on the floor of the House separately .

The group through their petition had also stated urged the speaker to desist from videography of the ballot and other related procedure as it showed lack of confidence in them as MLAs as well as the staff of legislative department who have been hitherto functioning in an impartial and unbiased manner …

Speaking to media reporters over the issue speaker of goa legislative assembly Mr arlekar also stated that since there was were specific issue there were certain mla’s who were trying to take cheap publicity with non issues

Mr arlekar said that he was unable to understand as why such issues were raised by certain state mla’s as equal opportunities were given to every mla to raise his issues in the house through a lottery system

Mr arlekar said that the procedure of lottery systems was also recorded too and still then certain mla’s still had a doubt on lottery system too

Even as goa government gears up for the three-week-long state Legislative Assembly session commencing next month speaker Rajendra Arlekar on Thursday said imprisoned legislator mickyp Pacheco could participate in the House proceedings provided the court gives mr pacheco permission to participate in the house.

Pacheco, a Goa Vikas Party legislator, has been convicted for slapping a junior engineer in electricity department and is currently jailed at Sada Sub prison.

Pacheco had resigned from the Cabinet after Supreme Court refused to quash his sentence given by Judicial Magistrate First Class, Margao.

goa speaker rajendra Arlekar said there is no ban on Pacheco participating in the session as he is a member of the Legislative Assembly but could do that only after getting permission from court

Mr arlekar said that since mr Pacheco was detained by the court it was up to the court to permit him whether micky could attend the state assembly session or not

Meanwhile social activist advocate aires rodrigues said that mr Pacheco at the moment was a convict and therefore it was up to the court to decide on the concerned issue though the court could allow such decision only in certain cases giving proper reasons

Speaker of goa legislative assembly rajendra arlekar said that since the session was of fifteen working days members of the legislative assembly would get a chance of three rounds to put up their questions before the floor of the house

Mr arlekar also stated that there was a need for the mla’s to be present inside the assembly house and not to move in and out during assembly session was going on as voters who have got elected concerned mla’s had expectations from the mla’s and therefore there was a need for the same to be present during the assembly session was going on …

Mr arlekar said that till date his office had received more than 1250 question and was expecting it to cross over to 3,000 question featuring both started and undstarred question which had been put up by all mla’s of the state ….

It may be noted that members of the BJP goa state unit along with some BJP MLAs office bearers had recently attended its party’s review meeting on its Mahasampark Abhiyan, a membership drive where in the BJP national president Amit Shah asking the party members to reach towards each and every house informing about its party progress undertaken in the state of goa

The state BJP currently has more than 4 lakh members in the state, and aims to increase members in the run up to 2017 assembly election.

The former union law minster was speaking to media reporters informing about the future programmes of the mapusa urban cooperative bank after being unanimously elected as the chairman of the bank but had happily vacated the bank chairman post due to the norms laid down by the multi state cooperative society’s act 2002 in the country ….

Mr khalap said that as far as the law in the bank section such provision of not allowing an elected board of director in a concerned bank was not a bad provision and would never object to such act

15/07/2015 … In a major decision the north goa planning and development authority board on Tuesday issued demolition order to a bar and restaurant in Calangute which had been illegally constructed violating Building Construction rules.

The decision was taken at the 58th adjourned authority meet held at the ngpda office in panjim an attended by ngpda chairman and calangute mla Michael lobo, taleigao mla jeniffer monsoratte, panjim mla siddarth kunkolienkar, ccp mayor subham chodankar and other members of the board

Earlier Following complaints from Calangute villagers the NGPDA has issued a show cause notice cum stop order to the dance bar for operating in violation of the Goa (Regulation of Land Development and Building Construction) Act 2008, and the Goa Land Development and Building Construction Regulations, 2010.

Speaking to media reporter’s ngpda chairman Michael lobo said that the demolition order was issued by ngpda and demolition be undertaken within a month’s time

Mr lobo said that his office would not take help of the deputy collector demolition squad but in turn ngpda would have its own demolition squad to demolish the illegal construction without depending on any other government agency

It may be noted that the taxi owners association of goa had recently to protested against the state government’s decision to lift a moratorium on rent-a-car permits which they believed was a plan of the state government to allow back door entry to car service operators from outside the state as entry of more tourist taxis means less or no business for the existing taxi operators who feel the market is already crowded with too many operators.

Speaking to media reporters after the meet they had asked the transport minister not to process any file for giving rent a cab permissions as it would totally finish off the tourist taxi business in the state

Calangute mla Michael lobo who has been in front supporting the cause of tourist taxi owners association said that the transport minister as well as chief minister was aware of the issue and the consequences if permissions were given to rent a cab

Meanwhile transport minister sudhin dhavlikar said that whatever decisions on permission for rent a cab issue would be taken by chief minister Laxmikant Parsekar

13/07/2015 …. Transport minister sudhin dhavlikar has warned of strict action in future on those found to be involved in illegalities in the state transport department and has also assured of strict vigilance at the state borders for vehicle check ups …

It may be noted that the Anti-corruption Branch of the Directorate of Vigilance had recently arrested two officials from the transport department after they were caught red handed while allegedly accepting bribe of Rs 90,000 from a transport contractor.

Sources had informed media that the bribe was kind of ‘protection money’ so that the trucks of the transport contractor are not stopped for checks by the RTO.

The two officials have been identified as Assistant Director of Transport, Uday Gauns and Assistant Motor Vehicle Inspector Vaman Umbrascar, both of the enforcement wing, North Goa, Panaji and were booked under the Prevention of Corruption Act.

Addressing media persons at the secretariat at porvorim transport minister sudhin dhavlikar said that such issues of illegalities were still on in transport department and to stop all such activities transport department had started the online payment system

Mr dhavlikar said that there was a need for the concerned truck owners to keep a proper check on their truck overloading from which such issues could not arise of bribe in future
