Governor EXHORTS CITIZENS TO PARTICIPATE IN CLEANLINESS DRIVE

Panaji, January15, 2016  ….  Terming Swacch Bharat Abhiyan as a cleanliness festival, the Governor of Goa Dr. (Smt.) Mridula Sinha exhorted the citizens of Goa to participate wholeheartedly in the festive mood to keep Goa clean and tidy.

 Governor was speaking after launching Swacch Bharat Abhiyan in Ponda on Thursday evening in presence of Ponda Municipal Council Chairperson, Dr. Radhika Nayak, Vice Chairperson, Shantaram Kolvenkar, Garbage Committee Chairman, Shri  Venkatesh Naik, Member of Swacch Bharat Abhiyan Shri Gangaram Morajkar and Chief Officer Shri Johnson Fernandes.

 Speaking further Dr. Sinha said that Ponda being a central taluka of State needs to take up the challenge to be the number one taluka of the State. She urged the people to devote minimum 100 hours per year for cleanliness.

 The Governor also released pamphlets illustrating importance of the cleanliness and administered cleanliness pledge on the occasion. She said for similar to celebrating the festivals, we should have clean body and peaceful mind. There should only positive thoughts to complete a task.

  Governor said that the Central Government has instituted 15 various schemes the medium of development therefore the citizen should be part of Government in this important developmental process. Stating that cleanliness is also development, she said, the duty of every citizen is to participate in the development process and keep the surrounding and the State clean.

TAWADKAR TO INAUGURATE SANSKRUTI BHAVAN FOR TRIBAL WELFARE

 Panaji : January 15, 2016 … The Minister for Tribal Welfare Shri Ramesh Tawadkar will inaugurate Sankruti Bhavan for Department of Tribal Welfare at Davorlim, Salcete on January 17, 2016.

          GSIDC has undertaken the work of construction of Sanskruti for Department of Tribal Welfare at Davorlim, Salcete costing to Rs. 2 Crores.

          The function will also be attended by Minister for Fisheries Shri Avertano Furtado, Dr. Pramod Sawant, MLA and Vice Chairman of GSIDC, Shri Ulhas Tuenkar, Zilla Panchayat Member, Shri Tulshidas Desai, Sarpanch Davorlim and others.

SWACHH BHARAT: GOVERNOR SETS TASK FOR SCHOOL CHILDREN

Panaji: January 13, 2016 …. Governor of Goa Dr (Smt) Mridula Singh has set a task for higher secondary and school children in furtherance of Prime Minister’s Clean India Mission, at a meeting with Principals and Headmasters of High schools and Higher Secondary schools held at Raj Bhavan, yesterday.

Governor Dr (Smt) Sinha in her guidance to the meeting remarked that every section of the society should contribute for the success of Clean India Mission for which Prime Minister Narendra Modi has appointed the Governor of Goa as the nominee of the Mission.

The meeting discussed at length the programmes  of putting slogans  Swachh Bharat  on school walls, vehicles, envelopes, receipts used by offices and other publication. It was also discussed to place adequate numbers of dustbins of suitable size in school campuses.

The meeting also discussed provision of separate toilets for boys and girls and stressed on proper maintenance. The allocations of areas in the school premises to different groups of students were also discussed.

Governor Dr( Smt) Sinha stressed on holdings regular cleanliness drives by students and teachers within and outside the school and also holding of competitions on cleanliness and giving suitable prize/reward to the best performing students.

Dr. (Smt) Sinha underscored the need for teachers to imbibe in the students the importance of cleanliness and target them for cleanliness surrounding the educational campuses. Teachers should explain to the students, the need and importance of personal hygiene, she said.

The Governor also introduced in the meeting do’s and don t’s for school children for Clean India Mission highlighting the importance of cleanliness which include keeping home and court yard clean, create a dug to dispose a waste, cleaning of every part of body while bathing, promote cleanliness – related conduct through workforce etc. and also not to dispose garbage in a public place, and other  dont’s.

In the meeting, slogans for clean India mission were released which include – Clean Goa, Jai-Jai Bharat, Freedom Is Our Right, Cleanliness Is Duty, Hold Your Hand, Do Not Litter, Work Together, Make Society Clean, Work Together, Keep Our City Clean, Cleanliness Is Culture inculcated by family.

The Headmasters/Principals explained to the Governor the work they have undertaken in this Clean India Mission.

The Governor also released in the meeting a letter of pledge with the objective of making the Clean India Mission successful  as resolved/visualized by the Prime Minister.

The Governor also released poems in Hindi penned by her on the importance of Clean India.

NATIONAL VOTER’S DAY ON JANUARY 25

Panaji: January 13, 2016 …. The Governor of Goa Dr. (Smt.) Mridula Sinha will be the Chief Guest for the State and District level celebration of National Voters Day function to be held in the Auditorium of the Institute Menezes Braganza, Panaji on January 25, 2016 at 11:00 a.m.

The Chief Secretary and State Election Commissioner will be the Guest of Honours. Besides, the HODs of the various Departments, Principals of the colleges and other dignitaries will be invited for the function.

The EPICs will be distributed to the new young voters of 18-19 age during the function.

USE OF UNMANNED AERIAL VEHICLE (DRONES) BANNED

Panaji: January 13, 2016 … The District Magistrate, South Goa District Margao in exercise of the powers vested under section 144 of the Code of Criminal Procedure, 1973, has ordered to ban the use of Unmanned Aerial Vehicle (UAV) popularly known as “Drones”  throughout the South Goa District.

There are no regulatory guidelines concerning the sales and operation of such UAS. The drones in 2015 have become popular across the globe. Due to its easy availability at affordable pries in the market it can pose a threat to the society and the country at large if its use is done by anti social elements for terror related activities such as drone attacking, planting/carrying of explosives, covert operations etc.

Those individual and organizations interested in using commercial drones should be compulsorily directed to register themselves with the controlling body that will be established under the approval and control of Aviation Department and other concern authorities. Furthermore the user shall adhere by the rules and regulations laid down by the concern body.

Besides this, to cover the aspect of security point of view, following precautionary measures be taken into consideration at the time of registration process. Submitting of identity proof with full address and contact number of the user to the controlling body; furnishing of details of unmanned aerial vehicle (UAV) / Drone to the controlling body; inspection of unmanned aerial vehicle (UAV) be conducted on a strategic period with the help of technical experts; purpose /reason of unmanned aerial vehicle using the unmanned aerial vehicle (UAV) be cleared before the authorities; incase the user intends to sell or buy new Unmanned Aircraft systems (UAS), same be intimated to the authorities in advance and to follow the required registration process and incase the user intends to use the unmanned aerial vehicle (UAV) at public functions or private events, necessary approvals and permissions shall be compulsorily obtained by the user from the organizers and the controlling body well in advance.

 Formulating of required regulations by the Government and enforcing the law and precautionary measures from security point of view would be of great significance to keep track on usage of unmanned aerial vehicle (UAV) by anti social elements/terrorists and enable Police force to thwart any attempts of carrying out covert/dangerous activities that could be disturb the peace and public tranquility and grave danger to human life and property. Looking at the present  security scenario around the world, it is urgently felt that, there is  a need to keep a track and accountability on flying of commercial drones from security point of view by way of appointing a controlling body comprising of concern authorities to supervise and regulate its activities by way of framing new guidelines/ measures. However, till then as precautionary measure regulatory order prohibiting the use of drones till specific rules/guidelines comes into force from concern authority be brought into effect.

Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code.

The Supdt of Police, (ATS), Porvorim, Supdt. of Police, South Goa Margao, the SDPO of Margao, Quepem, Mormugao & Ponda and the Police Inspector/SHO’s of the respective Police Stations are also authorized to file FIR on behalf of the State in the Court if any persons found contravening the above order which shall be punishable under Section 188 of Indian Penal Code.

CM TO RELEASE SPECIAL POSTAL COVER AND CANCELLATION ON DEENANATH DALAL

January 12, 2016 …. Chief Minister Shri Laxmikant Parsekar will release special postal cover and special cancellation on Goan artist late Shri Deenanath Dalal on the occasion of his birth centenary year on January 15, 2016.

 To mark the occasion the Department of Art and Culture is organizing Centenary celebration of great Goan artist late Shri Deenanath Dalal and exhibition of his painting at Sanskruti Bhavan, Panaji.

 The event will be graced by  Minister for Art & Culture,  Shri. Dayanand Mandrekar, Shri. Sidharth Kunkolienkar, MLA and  Chairman of EDC, Shri. Suresh G. Kare chairman of Indoco Remedies Ltd.,and Smt. Pratima Vaidya, renowned Sculptor, Painter & Ceramist,  daughter of Late Shri Deenanath Dalal.

 The exhibition portrays Late. Dalal’s different styles of paintings, like cover page, mythology, history, social issues, human emotions and political satire. SHRI ANANT SHET RESIGNS AS DY SPEAKER

January 11, 2016 …. Shri Anant Shet has resigned the office of the Deputy Speaker of the Lagislative Assembly of the State of Goa with effect from January 11, 2016 and a Notification to this effect signed by the Secretary Legislature has been issued to this effect.

While in another notification, the Governor of Goa has appointed MLA Shri Mauvin Godinho  to perform the duties of the Speaker till the election  the Speaker till the election of the Speaker by the Assembly on January 12, 2015.

The appointment is made under clause 1 of  Article 180 of the constitution of India, read with Rule 10 of Rules of Procedure and Conduct of Business of the Goa Legislative Assembly.

Fatorda legislator Vijai Sardesai has said that the process of forming a regional political party was on and would be completed by the end of next month
Speaking to goanreporter.com in panjim fatorda legislator vija sardessai the idea of coming up with a regional party in the involving likeminded goans was on with the process of the registration of the political party being underway and would be completed by the end of next month
Mr sardessai stated that though he was not interested in the present mla’s but was interested in those who would become future mla’s to be a part of the regional political party he was sure that the next assembly would definitely show most of the present mla’s its place by goans rejecting them in next assembly election …

10/01/2016 … Statement made by the Defence minister Manohar Parrikar, of assuring out-of-court settlement on Mhadei dispute through bilateral talks seems to have not gone well in the state as his own bjp led government chief minister laxmikant parsekar stating that the issue of outside court settlement over mhadei issue was not in proper taste for the state of goa
Members of the Mhadei Bachao Abhiyan also condemned the statement made by the defence minister Manohar Parrikar to Karnataka for out-of-court settlement on the Mhadei water diversion dispute.
Speaking to media reporters after the cabinet briefing at the secretariat at porvorim chief minister laxmikant parsekar said that he was also of the opinion that the matter needs to be resolved before the tribunal and not outside the court
Opposition leader pratapsingh rane said that whichever government it may be in the state they were not in favour of settlement outside the court over the mhadei and it had to be settled inside the tribunal only or else would come on the streets to fight against it
Dabolim mla mauvin godinho said that if the state was bound to get a favourable decision from the tribunal than there was no need for an outside court settlement over the mahdei issue
