The Executive Engineer, Works Division – VII (NH), PWD, Panaji, Administrator of NH-66 between Patradevi to Zuari bridge, has notified diversion of traffic on temporary extended lanes of NH-66 for a stretch from Km. 494.400 to Km. 495.400 ( from Kaloji Wines Store to India Oil Petroleum)  from June 13, 2026 to November 23, 2027, to facilitate hindrance free and speedy completion of the part work.

 

Goan Reporter:APPLICATIONS INVITED FOR ATAL ASRA YOJANA

The Directorate of Tribal Welfare, has invited applications for the Atal Asra Yojana, a housing assistance scheme aimed at improving living conditions of Scheduled Tribe (ST) families across the state.

 

Under the scheme, eligible beneficiaries can receive financial assistance of up to Rs 5 lakh for the construction of a new house, reconstruction of an existing house. Assistance of up to Rs 3 lakh is also available for repairs to existing houses.

 

 

In a significant relief to beneficiaries, the annual income eligibility limit has been enhanced from Rs 3 lakh to Rs 5 lakh, enabling a larger number of ST families to avail benefits of the scheme.

Applicants are required to submit documents including an affidavit, house tax receipt, income certificate, ST certificate, Aadhaar card, ration card, bank passbook copy, photographs of the existing house, and other prescribed documents.

Goan Reporter:DAY CARE CHEMOTHERAPY CENTRES INAUGURATED AT DISTRICT HOSPITALS

The Rotary Club of Panaji Riviera has donated the Day Care Chemotherapy Centres worth sixty-five lakhs to the State of Goa through their Global Grant program which is also supported by the Rotary Foundation, Rotary International District 3170 and international partner Rotary Club of Seoul Jeil; RID 3640.

 

The Centres are established at both North and South District Hospital were inaugurated by the Minister for Health, Shri Vishwajit Rane and District Governor, Rtn. Arun D. Bhandare in the presence of Deputy Speaker, Shri Joshua De Souza and Minister for Captain of Ports, Shri Digambar Kamat.

 

Through this grant program Rotary Club of Panaji Riviera aims to decentralize chemotherapy services and make them accessible at district level. This will reduce travel and financial burden on patients and caregivers and will improve treatment compliance and continuity of care for cancer patients. These day care centres will help to decongest Goa Medical College so they can focus on complex cases.

 

This initiative will benefit the underprivileged, economically backward and rural cancer patients who require follow-up chemotherapy closer to home. The facility will give immense relief to caregivers and families of the cancer patients by reducing their travel, costs, and caregiver fatigue.

Goan Reporter:PENALTY IMPOSED FOR SELLING SUB-STANDARD MYSORE PAK

The Directorate of Food and Drugs Administration has informed that District Magistrate- North Goa has imposed penalty on food business operators for manufacturing and selling sub-standard food items.

 

Penalty of Rs. 20,000/- is imposed on Shri Vipul Rathi (Manager), Shri Dinesh Kumar Rathi (Proprietor), M/s Sunrise Sweet and Sunrise Kajuwalla, Shop No. 8 and 9, Velho Trade Centre, Opp. Municipal Market, Panaji, Tiswadi Goa. And M/s Sunrise Sweets, H.No. 535, Malim, Betim, Bardez, for selling sub-standard Mysore Pak.

 

The sample of Mysore Pak was found to contain Tartazine content at 286.61 mg/kg which exceeds the specified standard limit of max 100 mg/kg.

Goan Reporter:CAPTAIN OF PORTS REFUTES ALLEGATIONS ON LEGAL STATUS AND TERMINAL BUILDING

Caption of Ports has clarified that the allegations made regarding the status of the Captain of Ports Department and the legality of the Terminal Building are factually incorrect and appear to arise from a misinterpretation of the provisions of the Indian Ports Act, 2025. It is stated that The Indian Ports Act, 2025 came into force with effect from 1st April 2026. Section 13(1) of Chapter IV of the Act expressly provides a period of six months from the date of commencement for the State Government to establish a State Maritime Board. Accordingly, the State Government has time up to 30th September 2026 to complete the process.

The Act further provides that where a State Maritime Board has not been constituted, the State Government may notify the existing department or body discharging port functions as the State Maritime Board. Therefore, the Captain of Ports Department continues to function lawfully and there is no legal vacuum as alleged.

The State Government has already initiated the process for establishment of the Goa Maritime Board. A draft Goa Maritime Board Bill has been prepared after detailed examination of the relevant Central legislations and is under active consideration of the Government. Simultaneously, a proposal has been submitted for notifying the Captain of Ports Department as the State Maritime Board in terms of Section 13(1) of the Indian Ports Act, 2025.

Consequently, the contention that the Captain of Ports Department has ceased to exist or lacks legal authority after 1st April 2026 is wholly unfounded and contrary to the express provisions of the law.

With regard to the Terminal Building, all requisite statutory clearances, including CRZ clearance, Goa State Pollution Control Board approvals, and water and sewage connection permissions, have been obtained. The structure has been constructed on piles within the jurisdiction of the Captain of Ports without any reclamation in the river area and constitutes a permissible port-related activity under the applicable CRZ regulations.

The Department has also obtained legal advice confirming that separate permissions from planning authorities are not required in the circumstances of the project.

It has also been alleged that the proposed inauguration of the Terminal Building by the Union Minister for Ports, Shipping and Waterways was cancelled because the Goa Maritime Board had not been constituted. This allegation is entirely baseless, speculative and factually incorrect.

Captain of Ports clarified that the visit of the Union Minister could not materialise due to unavoidable official engagements that arose at the last moment, necessitating changes in the Minister’s schedule. The decision was purely administrative and unrelated to any issue concerning the constitution of the Goa Maritime Board or the functioning of the Captain of Ports Department.

The question of constitution of a State Maritime Board under the Indian Ports Act, 2025 and the scheduling of official visits of the Hon’ble Union Minister are two completely independent matters. Any attempt to link the postponement of the Minister’s visit with the status of the Goa Maritime Board is misleading and unsupported by facts.

The assertion that the Minister’s visit was cancelled on account of social media posts or public statements questioning the legality of the Captain of Ports Department or the Terminal Building is wholly unfounded. No such communication or reason has been conveyed by the Ministry, and the claim appears to be based entirely on conjecture.

The Department strongly refutes such misleading statements, which have the potential to create unnecessary confusion among the public regarding matters that are already clearly addressed under the provisions of the Indian Ports Act, 2025 and other applicable laws.

The Government remains committed to ensuring that all port-related infrastructure and administrative actions are undertaken strictly in accordance with the law and established procedures.

Goan Reporter:GOVT INVITES PARTICIPATION FOR GREEN GOA CLEAN GOA CAMPAIGN (Revised Press Note

The Government has invited active participation from Panchayats, Municipalities, Biodiversity Management Committees (BMCs), Self-Help Groups (SHGs), educational institutions, Government departments, corporate organisations, NGOs and community groups in the ongoing 90-Day Green Goa, Clean Goa Campaign, launched on June 05, 2026 on the occasion of World Environment Day.

The campaign, inspired by the vision of  Prime Minister Shri Narendra Modi  “Ek Ped Maa Ke Naam” movement, seeks to strengthen Goa’s green cover through collective action, environmental stewardship and large-scale plantation activities across the State.

As part of the campaign, Meri LiFE Portal (https://merilife.nic.in) will be the official digital platform for documenting and monitoring plantation activities undertaken during the campaign. The portal will enable transparent tracking of contributions made by Panchayats, Municipalities, Biodiversity Management Committees, Self-Help Groups, Government Departments, educational institutions, corporate organisations and other participating bodies.

Participating organisations are encouraged to register on the portal and upload details of plantation drives, geotagged photographs, videos and other relevant information pertaining to their activities under the Green Goa, Clean Goa Campaign. The portal provides a structured mechanism for recording plantation efforts and creating a comprehensive database of environmental initiatives undertaken across the State.

As per the guidelines of the Meri LiFE platform, organisations may register through the Central/State Ministry and Department section or through the designated field office registration facility. Registered institutions may nominate nodal officers who can upload plantation reports, photographs, videos and activity details directly onto the portal. The platform also facilitates location-wise reporting of plantation activities in both urban and rural areas, ensuring accurate documentation of contributions.

To encourage wider participation and acknowledge outstanding performance, the Government will confer awards and recognition on organisations and institutions that make significant contributions during the campaign. The awards will be presented on 19th December 2026.

The categories identified for recognition include: Panchayat achieving the highest number of plantations within its village jurisdiction; Municipality achieving the highest number of plantations within its municipal area; Successful conversion of barren or degraded land into productive fields, orchards or forest cover; Biodiversity Management Committees undertaking the highest number of plantations and conservation initiatives and Self-Help Groups (SHGs) carrying out plantation activities and developing green patches within their areas of operation.

The initiative seeks to increase tree plantation but also to promote long-term ecological restoration, community ownership of green spaces and sustainable environmental practices. Special emphasis is being placed on native and indigenous species suitable to Goa’s ecological conditions, ensuring greater survival of plantations.

The Government has also made arrangements to ensure easy availability of saplings for plantation drives across the State. Saplings can be obtained from the designated Forest Department nurseries and distribution centres.

The Green Goa, Clean Goa Campaign represents a Jan Bhagidari towards enhancing Goa’s green cover. The Government remains committed to encouraging community participation and recognising that a collective effort contributes towards building a greener and more sustainable Goa.
